Enhancing consumers' voluntary use of small-scale wind turbines to generate their own electricity in South Africa
This paper investigates whether households and small businesses can voluntarily take advantage of the South Africa's substantial wind resources to produce their own power from small-scale wind turbines in a viable way. The viability of small-scale wind turbines used to displace electricity consumption from the grid is assessed by means of a financial analysis based on the internal rate of return method. The benefits of small-scale wind turbines output is valued at the grid power tariff which is saved rather than at the wind feed-in tariff rate. The analysis found the small-scale wind turbines to be robustly viable in locations with a mean annual wind speed of at least 8m/s, which is only a few of the windiest locations in South Africa. The competiveness of the wind turbines is seriously challenged by the relatively low coal-based electricity tariffs in South Africa. As such, the financial analysis also considers alternative scenarios where the turbines are supported by financial mechanisms, namely: a tariff subsidy; a capital subsidy and revenue from carbon credits. The analysis reveals that a tariff subsidy of between R1.00 and R1.60/kWh or a capital subsidy of between R25.95 and R32.330/kW or a carbon credit price of between R2.135 and R3.200 will be needed to boost the viability of consumer-based small-scale wind turbines in areas with a mean annual wind speed of at least 5m/s, which is considered to be above average. Thus, there is a need for subsidizing all producers of renewable energy including those who produce it for their own consumption as they equally contribute to renewable energy expansion in the country. A tariff subsidy is however likely to be met with both political and public resistance if it means that consumers have to cross-subsidize the tariff, while the significant funds required for capital subsidies might not be freely available. Carbon credit prices have yet to mature to the required high levels. Thus, the removal of distortionary support to coal-based electricity generation might be the only currently available alternative of enhancing viability of consumer-based small-scale wind turbines.

Formal home care utilisation by older adults in Ireland: Evidence from the Irish longitudinal study on ageing
The aim of this study is to provide a population based estimate of the utilisation of publicly financed formal home care by older adults in Ireland and to identify the principal characteristics of those utilising formal home care. Data were collected through computer-aided personal interviews from a representative sample of community living older adults in Ireland. The interviews were conducted between 2009 and 2011 as part of the first wave of the Irish Longitudinal Study on Ageing (TILDA). The study is cross-sectional in design and limited to participants aged 65 years and older (n=3507). Results reveal that 8.2% (95% CI 7.1%-9.3%) of participants utilised publicly financed formal home care in the form of home help and/or personal care. Key determinants of formal home care utilisation were Instrumental Activity of Daily Living (IADL) difficulty (Adj OR 3.8, 95% CI 2.7-5.3), older age (Adj OR 3.4, 95% CI 2.4-4.8) and living alone (Adj OR 2.6, 95% CI 1.9-3.8). Almost half of those utilising formal care did not self-report an Activity of Daily Living (ADL) difficulty or an Instrumental Activity of Daily Living (IADL) difficulty. Government policy aims to reduce the need for long-term residential care by providing formal home care for older adults with low to moderate levels of dependency. This requires an increasing emphasis on personal care provision in the home. No evidence was found in this study to suggest that a shift in emphasis from formal domestic to personal care is taking place in Ireland. The absence of standardised assessment and eligibility criteria are deemed to be barriers to reorientation of the system. From a health services perspective the current situation is not sustainable into the future and requires a focused policy response.

The Irish Elderly Who Live Alone: Patterns of Contact and Aid

Employing data from a recent national the survey of people 65 and over residing in Republic of Ireland, questioning the assumption that living alone constitutes a problem, this paper uses multiple regression analysis to explore variation in recency of contact with (1) children, (2) siblings and (3) access to aid during illness. While theoretically coherent variables explain a substantial amount of variation in recency of contact with children and to a lesser degree with siblings, only a modest amount of the variation in aid during illness is explained.

(Lack of) Pension Knowledge
Governments are increasingly concerned about the capacity of pensions systems to meet demands in the coming years. According to the OECD, one part of the policy response in many countries will be greater private provision on the part of individuals through occupational and other pension arrangements. If such a strategy is to work, it requires that individuals are well-informed about pensions. However, there are many reasons to believe that individuals may not be well-informed due to the complexity of pensions systems and degrees of myopia. In this paper, we assess levels of knowledge of pensions using a representative sample of older Irish people. Looking at people who are enrolled in pension schemes, we find that two thirds of these people do not know what amount will be paid out on retirement and/or whether the payments will be in the form of lump-sums, monthly payments or both. Women are more likely not to know, as are people with lower levels of education. While one policy conclusion might be to direct pensions-related information at certain groups, another approach might be to extend the mandatory elements in pension systems such as contribution rates.

Variation in incentive effects across neighbourhoods

"Small monetary incentives increase survey cooperation rates, however evidence suggests that the appeal of incentives may vary across sample subgroups. Fieldwork budgets can be most effectively distributed by targeting those subgroups where incentives will have the strongest appeal. We examine data from a randomised experiment implemented in the pilot phase of the Irish Longitudinal Study of Ageing, which randomly assigned households to receive a higher (25 euro) or lower (10 euro) incentive amount. Using a random effects logistic regression model, we observe a variable effect of the higher incentive across geographic neighbourhoods. The higher incentive has the largest impact in neighbourhoods where baseline cooperation is low, as predicted by Leverage-Saliency theory. Auxiliary neighbourhood-level variables are linked to the sample frame to explore this variation further, however none of these moderate the incentive effect, suggesting that richer information is needed to identify sample subgroups where incentive budgets should be directed." Cohort Profile: the Irish Longitudinal Study on Ageing
PUBLISHED ; How did the study come about? Ireland shares with other developed countries the prospect of rapid and sustained population ageing. The age distribution of the Irish population is undergoing a dramatic change at present and this trend is predicted to continue into the future.1 People are living longer, and older persons represent a larger proportion of the population. In Ireland, the proportion of the population aged 565 years has remained steady at 11% for the past 40 years.
